MANILA – Former Chief Presidential Legal Counsel Salvador Panelo on Thursday lauded vice presidential aspirant Sara Duterte for initiating the creation of the Davao City Special Needs Intervention Center for Children.
Panelo, who is running for a Senate seat, said the program of the Davao City government provides hopes for parents who have children with special needs.
The city government is now building a PHP70-million facility that will offer medical care for children with special needs. The construction was scheduled to start in 2020 but was delayed because of the Covid-19 pandemic.
Panelo said the country has more than 5 million children with special needs.
“Kailangan ang gobyerno ay ma-obliga na magbigay ng special education sa kanila, ng libreng rehabilitation, at magtayo ng mga care facilities upang kung mamatay ang kanilang mga magulang, merong gobyernong mag-aalaga sa mga special children (The government must be obliged to provide them with special education, free rehabilitation, and build care facilities so that if their parents die, there will be an institution to take care of special children),” he said.
Panelo said if he is elected senator in May, he will revisit and ensure full implementation of the Magna Carta for Disabled Persons under Republic Act 7277.
“Yan po ang isa sa mga adbokasiya ko sapagkat meron pong batas, Republic Act 7277, subali’t kahit minsan ay hindi ipinatupad. Kaya kailangang buhayin at magsulong ng bagong batas para sa mga batang may kapansanan (That is one of my advocacies because there is a law, Republic Act 7277, but it has never been implemented. So a new law for children with disabilities needs to be revived and promoted),” he added.
Panelo has also declared before members of the Batasan Tricycle Operators and Drivers’ Association (BATODA) his support for the Bongbong Marcos-Sara Duterte UniTeam tandem
“Komportable ako at natutuwa ako na si Mayor Inday Sara Duterte ay pumili ng ka-tandem at yon ay si Bongbong Marcos (I am comfortable and I am glad that Mayor Inday Sara Duterte chose a tandem and that is Bongbong Marcos),” he said.
Panelo said the UniTeam’s message for hope, unity, and continuity are what the country needs in pursuing development and ensuring no one is left behind.
Duterte was in Quezon City to meet with supporters in key barangays. She was with Anakalusugan Partylist Representative and mayoral candidate Mike Defensor, vice mayoral candidate Winnie Castelo, and reelectionist 2nd District Rep. Precious Castelo. (PR)
